As a user, I would like Vortex to create a case through automation

Need vortex to be setup to create a case based on actions that are taken. Whenever the system needs human interaction, a case will be created.

many can be created
each action has a population
will need to work with the business to figure out what actions will cause an automation to be created
each automation is single stepped
