The user would need a file build and/or VAR sheet (depending on the equipment selected).
When equipment is added in the app assistant, a command should be sent to a 3rd party and the V-number should populate the TID field in the equipment section when the UAR is created and the merchant commands are sent to 3rd party.
If the merchant adds a piece of equipment to an existing location, the command should be sent when the equipment is saved.
