As a User I should be able to load the Dashboard

As a User I should be able to load the Dashboard and widgets within 3 seconds without blocking my UI interactions

Make sure Dashboard widget queries aren’t reloaded every time a page is refreshed in Enterprise
Make sure Dashboard widgets don’t block the UI
Make efficiency updates to make sure queries and widgets run and load as fast as possilbe
