need to have a toggle at portfolio level to set the default behavior for new merchant. need to have a toggle at the merchant level (which wins over the portfolio level). need to have an override at the PPS level to override the merchant's settings in order to comply with state laws for example.
This would have a toggle by state as TN requires effective rate to be shown. Would need the ability to turn on/off for the merchant at a domain level.
- Would also need a place to show previous effective rate to show savings with PPS over time.
