The agent should be able to decide whether the merchant app goes back to the agent for review or if the merchant can send it straight to the underwriting team.
This should be done by using labels to select where the merchant app should go.
This option should appear on the Save and Send page of the App Assistant, so once the merchant signs and submits the application, it goes to the right place.
