As an integrated partner, I want to be able to board a merchant and setup their mx merchant credentials without having to login to mx merchant

Today Unitec boards a merchant to us and then has to login to MX Merchant on behalf of the merchant to create their credentials. We should have some way for our integrated partners to create credentials via an API for the merchant so they don't have to login to MX Merchant to create them
